I want to add that the Ukraine can save the US. As far as I know, among the Ukrainian mayors it is popular to talk about big politics (not only about the things like communal services). The Ukrainian political institutions are developing and the Ukraine can teach the Western world a real democracy. Please don't betray Ukraine, support it even in case of the risk that Putin will start a nuclear war...

I have a question - can a mayor initiate a referendum in his state?

Honestly, I don't have any idea. Common sense tells me he would not be able to do with a thing without the support of the governor of the state, as the latter has more authority than the former.
Though, I could easily see the major beginning a proposal for a referendum and taking such a proposal to the table of the governor for him to throw it into the next election circle.

If you look at the USA nowadays, you would realize there matters in which each state has their own saying, the latest and more controversial example would be the right on abortion for women.

So far within American politics being a mayor indeed serves rather as a platform for one to get into higher positions of power, but itself the figure of the mayor is very limited by the importance of the geopolitical jurisdiction of the land he has been bestowed power upon.
Look for example what is going on with the major of New York city, would you think so much noise could have been present if other major from a different city of the USA was charged/indicted ? I think not, We all know New York city is special and has deep meaning/significance.

Also, I believe you are underestimating the figure of the presidency within the government of the United States, I still believe it is possible for a qualified person to be in charge of such responsibility and take actions to give the country, majors cannot go independently try policies which are not alligned with the ideas of the party. Majors are just an extension then of the presidency, governors, the Senate and the house of representatives.
I was a major within the USA and wanted to reach more power and position within the party, I would not try to break apart and try to "save" my city from the rest of the country, the idea is to save the whole nation.

As far as I can see, USA is moving towards a collapse of the presidential power: smart and rational people are not allowed to become candidates for presidency, because a smart president can become a competitor for the deep state ("300 families"). If I was an American, I would vote NOTA (spoil the ballot). And if the collapse becomes, the power can transfer from the central power to governors. However, I am afraid that the US governors are controlled by the deep state too, so the mayors would be better.
If I lived in America, I would try to become a mayor of my city; I would declare that my aim is to become a politician of whole America. And because the role of a mayor requires knowledge of things like housing service, I would find another man with this knowledge, maybe a former mayor, and ask him the questions on all subjects relating the mayor's main work. And I would give this experienced man my mayor's salary, but my status of the mayor would give me, possibly, the opportunity to initiate a referendum in my state. What do you think?
