I think most of the ICOs that he has been promoting has something to do with him. He is shilling coins and tokens to make profit from it, and he is paid to promote it since he is well-known and influential in terms of computer and technology. That is why most are aware of this, and not following what he is shilling.
His promotion of ICOs has never been an issue, it's his use of this for his own personal gain that's an issue. He buys tokens in the ICOs he promotes and then dumps them on the guys he shills to as well as the fact he uses it as a platform to gain publicity and notoriety.
