They are back up but there are a lot of problems. Myself and several others can't make various withdraws and many wallets are in "maintenance" or unable to receive deposits. I am waiting 24 hours so far for a BTC withdrawal and there are others who have waited 4+ days. What happens is we request the withdrawal and a mercatox TX ID is generated but then there is no actual blockchain TX ID.
It turns out that mercatox is doing everything manually according to their recent announcement, "For the past few month the number of users increased more than 5 times. So our system is overloaded now with deposits and withdraws, not all of them can be done by our system in automated mode. We are doing our best to optimize it but it is not very fast process. Also our support team is overloaded with tickets. We are kindly asking you do not multiple your tickets, do not complain to internal services - it will not help you to resolve your problem faster. Please be come and patient - each of you will get response."
