It's been added today.
So far, it seems all legendaries have 1000 merit, all heros have 500 merit, senior members 250, full members 100, members are at 10, newbies at 0.
Check that thread for more discussion/information about it.

It's a new system from theymos.
I think anyone can give merits (there's a +merit button next to the "quote" box on every post). Meaning, if someone makes a good post, they get merits, the more merits, the better the users content, helpfulness and/or approchableness on this forum.
