does this require downloading an app and what happens to the number if its inactive for say 2weeks??
No, it requires registering an acccount. No downloads.
Yes, number can become inactive and can be taken away. But if email is verified, and you can send messages between numbers/accounts (like on Viber / for free) to keep it alive. 1 message is enough to keep number alive.

I forgot to write, that you can choose your own US area code (of numbers - all area codes from all US states) with this method.

Vouch copies from trusted members are used to give a trust to a seller. Why would anyone give vouch copies if they don't provide anything?
And yes, it is not free site from Google.
