You could try create another Paypal account and as soon as you receive money withdraw it or send it to another then if the person opens a case and wins it ditch the account and start a new one. At least you wont owe paypal money then. It will work but you obviously wont be able to verify the account at your home address or whatever otherwise they'll still come after you for the money.

He did not file a dispute within 7 days and I did respond within 24 hours.

No, probably not. Paypal rarely investigate and normally side with the buyer. Think it's even automatic in some cases. I'd either avoid using Paypal or just take the hit when this happens as it will happen.
