Does this mean that the hijackers can access my funds? If so, how do I report my funds stolen, and how do I recover them?

I think you wont recover it anymore because MEW wallet dont control your private keys. I am using metamask now if i am using my computer and so far its very safe when i am using my wallet lot lot in in my computer and i am using imtoken apps wallet if i want to open my wallet in mobile phone.

If you didn't open/login to MEW during the "hack", you are totally fine. If you use a hardware wallet, you should be fine as well. MEW itself didn't get hacked, but their DNS servers were redirected to a phishing site. Your funds can only be stolen if you entered your private key or keyphrase through the phishing page.
