By using the posted images of the advanced preview above, find the drop-down menu beside the fee slider that has "ETA" as default.
Change it to "mempool" and the fee estimation should be "fixed".

It should go down a lot if there are too many high-fee transactions despite having a lower average rate.
But as they said, if your wallet have used too many inputs, then the total fee will still be relatively high.

I use the computer version of MAC OS, set the minimum commission, but then when transferring Electrum writes that the commission is 200-4000 $  Sad Sad Sad Sad Sad Sad
What is the "Size" of your transaction as shown in the "advanced preview" window? Huh And how many Inputs are shown? Huh





To view the "Advanced Preview", you can either click the "Advanced" button here:


or you can go into "Tools -> Preferences -> Transactions", and select the "Advanced Preview" option:





You are probably using the minimum fee recommended by Electrum. You can lower the fee if you set the fee manually. To do so, click on "tools" at top of the window and then click on "preferences" and check "Edit fees manually". After that you can will able to send your coins even using 1 sat/byte.
That option is no longer available since the 4.0.1 release

Just additional on this post before you can manually set the transaction fee you should do this below first



Click "Pay" then use the "advanced option" then you will see the image from Charless-Tim posted above. Now you can able to set the fee manually.
You can pay 1 sat/byte then send it to your wallet to Consolidate/merge all inputs to the single input.
Once it confirms you can now able to make a new transaction and send it anywhere you like with low transaction size.

Can you see the edit the fee (where the left red arrow is pointing at). Check the picture below and set the fee yourself.

After that you will be able to send your coins even using 1 sat/byte.
Just note that your transaction will take a very long time to get confirmed.  
As already suggested in previous posts, consolidate your inputs first.

That means you are using the phone version, you need to use the computer version. You will be able to edit the fee.

You can important import your phone version seed phrase on a newly downloaded desktop version, your wallet balance will be seen. And you will be able to use the fee control (fee editing)

If you are still confused, this is how to reconsidate the small inputs on your electrum wallet.

Now the tricky part: it depends on your wallet! The easy way would be to just send your entire balance to a new address in your own wallet. Make sure to manually set the fee!
I prefer to "Enable coin control" in Bitcoin Core, you can do this in Electrum too. Select the inputs you want to use, and leave out very small dust inputs (say 0.00001BTC, it would still cost more in fees than it's worth). Then simply send all selected inputs to a new address of your own.
If you have many different inputs, I suggest to consolidate them in multiple steps. Don't create a 100,000 bytes transaction with 500 inputs, but instead create many transactions with 20-ish inputs.[/size]


So, you can use your electrum wallet to generate a new address, send your total balance on the same electrum wallet to the address generated. Use the fee control (edit the fee for the transaction), and send the total balance btc amount to your own wallet using a very small transaction fee. With time, the transaction will be confirmed. If later confirmed, you will be able to send btc with low transaction fee again on the same electeum wallet. If such issue asked by you is happening again, you can consolidate again.

The phone electrum wallet can not edit the fee, so, the computer version is good for consolidating.

I'd recommend if you've received a lot of inputs in the past to consolidate them into one address if you can while paying a low fee (at least sliding the fee adjuster all the way to the left but someone might know how to enable manual fees and then you can use a lower fee still).
