Yes there is, you will have to switch your OS from Windows to Linux and I recommend using HiveOS, there is a tab that says tweak and under you will see advance config, your tweak should be copy paste in the bar below, see picture

is there a miner where i can tweak memory timings and add them as a command line instead of using amd memory tweak?
