1)It is not OpenGL but OpenCL

2)It is not a "software", it is something that your GPU support or not. If it doesn't support opencl then it doesn't, that's all, you can't "install" it, it is a hardware thing. Exactly like how a directx 10 card can't run directx11 things.

OpenCL can be used to give an application access to a graphics processing unit for non-graphical computing and you download it for free by using the source code.

It should be included in your graphic card driver package. By the way, I think what you need is the OpenCL driver not OpenGL
