On a new coin, can you get more coins if you use a mining computer vs a normal desktop or laptop?

Technically yes you can mine with you normal desktop or laptop or computer but you will get mining only when you find a block. So if no one is mining that particular coin then obviously you will get all rewards, but if there are multiple people in network then it totally depend on its hashing power of that user.

I assume by minning comptuer you mean ASIC. Or at least GPU rig. It depends on hashrate of coin. If noone mines that coin (rare), then you might get away only with simple pc. If coin is minned heavily you won't be profitable and will need ASIC for it. % of total hashrate you have, % of coins of total mined you are gonna have. Of course there also comes diffculty to game and bla bla.
