Oh yup! I'm a casual miner with my Nvidia GPU, and I can get the temps down 10c easily by just opening the balcony door ^^ And my computer is several meters from the door.
I'm actually thinking about buying some kind of flexible pipe/hose to lead cold air through the window to my computer more easily. Something like this, much smaller though:

Well at least one good side of winter. Freezing your *** off outside being a bad one.

~150W input isn't too shabby for a 7970 at 700kh. The VRMs are around 85% efficient at these temps it seems.




Another rig closer to the window has the outer card running at 25C load  Cheesy
