I want to build my mining rig and i am looking for an entry-level build to start mining the most profitable coins actually.
I also want to get some solar panels to bring electricity in the miner build as in my country the cost is very high..

It will cost more than use the conventional electricity, ROI will have known after you are completing your design and which GPU to be used in your mining rig. But, If you are interested in using the solar panel, and it will cost you more. Most valuable coin = Miners competition.
