It shows that coinbase tx goes to 1GNgwA8JfG7Kc8akJ8opdNWJUihqUztfPe (Poolin) and not 12dRugNcdxK39288NjcDV4GX7rMsKCGn6B (Antpool)

Only three of those 17 blocks have been mined by owner of the address in question. They are Blocks number 721079, 721085 and 721087.
The address is owned by Antpool. According to the data shown on their website, their hash rate is 28.1 EH/s which is nearly 15% of the total hash rate.

I don't know where you got your data from but:
* I've checked 3-4 of those blocks and I didn't find that address you are talking about (for the coinbase tx)
* I've looked at coin.dance and it tells that most blocks were mined then by foundry USA, but not as many as you've stated; btc.com, antpool and poolin took a big share too

From block 721071 to 721087 there is only her, apart from a block 721083 hit by f2 pool.
 
in your opinion what is the percentage of its hashrate at the global level? did she manage to hijack the blocks?
