And ontop of that, will i need to buy a new windows for every rig i plan to setup ? Ill eventuella get 2 of those rigs IF they are good. Please tell me if theyre good and if theres something missing or if i can start mining with those.

Prebuilt mining rigs are almost always overpriced. Additionally, assembling your own rig offers important experience, especially if you need to troubleshoot a hardware issue with your rig down the road.
However, if you're set on having a rig done for you:
Make sure that there are several users who have successfully gotten 7 cards to run on that motherboard, using those risers and an M2 adapter, especially since you mentioned that installing the OS is part of your setup responsibility, and not the responsibility of the builder.
You do not need to purchase a Windows license. You can install and run Windows 10 (with some aesthetic features locked) without activating, use the trial version of Windows 7, use a free Linux distribution, etc.
