Math doesn't care what you believe.
Board failure.  If you bought directly from Bitmain and are within your warranty period, send it in for repair or live at 2/3rds speed.   I have something on the order of 150 S9s and have 7 with single board failures.  For me, it was not worth the downtime to send them in for repair.

I'v already tried to reboot it & Reset

I'v tried with different PSU from different S9

any suggestions ?
