Aside from what you already mentioned (Afterburner, GPU tweak) why else would you need other software? Those two (2) are already pretty simple tools that lets you overclock easily. Especially if you have less than 8 GPUs.

Probably you are looking for command-line/console based tools? You could also do that with MSI afterburner you know. Just google afterburner command line.

Or just use overdriventool for amd and nvidia inspector for nvidia?

I'm not sure if I know about any other, but I always thought that MSI Afterburner could see and set all GPUs in your rig just like smoolae said.
Other than that, I guess you could try setting them in BIOS. Never done it on both AMD and Nvidia in the same time, but I guess its possible.

EDIT: Check out ASUS GPU Tweak, its similar to MSI Afterburner as far as I can see.

I have a small 4 gpu rig that I want to round out with two Nvidia gpus.  If I do have this combination, I know it makes it a bit more complicated.  Is there a software like GPU Tweak or MSI Afterburner that can control overclock settings for both AMD and Nvidia cards? 

Cannot you just use MSI Afterburner for that? Doesn't the MSI Afterburner show GPUs when you have mixed AMD and Nvidia?
