why is this allowed on these forums?
Because nobody is using the "Report to moderator" button?It might help if there were a few more mods just for the perusing factor.
When someone reports something to a mod, it emails everyone with moderation privilege over it. If it's a bad thread, the odds are it will not be around for long.

I, for one, nominate Phinnaeus Gage. Despite his penchant for being in the middle of all the trouble, he has never once turned to name calling or truly inappropriate behavior and even tries to diffuse tensions when shit's poppin' off.
