why is this allowed on these forums?
Because nobody is using the "Report to moderator" button?

It might help if there were a few more mods just for the perusing factor.
Actually, I never even got to see that thread. I'd suspect that it was deleted by a mod that just happened to see it minutes after you posted here. Clearly, the system worked.

When someone reports something to a mod, it emails everyone with moderation privilege over it.  If it's a bad thread, the odds are it will not be around for long.

It might help if there were a few more mods just for the perusing factor. What about granting a bit o' power to some active and impartial members?

I, for one, nominate Phinnaeus Gage. Despite his penchant for being in the middle of all the trouble, he has never once turned to name calling or truly inappropriate behavior and even tries to diffuse tensions when shit's poppin' off.
