Not trying to hijack a thread... But i am getting my cousin setup with a couple mining rigs, just sent him a complete rig that is hashing away. I've already set myself up a little farm here in the USA, however I'd like to connect him with you guys especially since he would like to learn from people who have scaled this kind of thing. I run a farm in Romania and the power is 0.09$/kw we have a 2MW power instaled in our farm, so if you need help just hit a PM.
there are special places,such as where i live in romania, that are outside of the cities and the government takes very few taxes specially for investors to come , so you should also look for such zones because you will have to pay very few taxes to the government.
Keep in mind ,what use of cheap electricity if you pay higher taxes for that zone. I would gladly help you build such farm and farm also ETH
but here outside my city in romania for lower taxes.
And yes in romania electricity is much cheaper than italy or france but as andrew said it's kinda difficult to start a company due to bureaucracy.
Also romania is member EU and i think you might benefit from cheaper imports or something else ,even rights.

I was wondering what the electricity prices are there. From what I can see, not much above 0.08 cents eur per kwh. That's one of the best prices in Europe. Looks like the cost of living there is low. Property isn't the cheapest bit it's not horrible.
Since Romanian electricity is somewhat expensive, what are your opinions of living there and creating a large mining farm?
I'd do a mixed farm of x11, because and gpu mining. They have gigabyte Internet for cheap like Timişoara.

In Romania the price is around 0.12 USD/kWh. In Moldova it probably is around 0.09-0.10 USD/kWh. I found this link http://anre.md/ro/content/anre-actualizat-tarifele-pentru-serviciile-de-distribu%C8%9Bie-%C8%99i-de-furnizare-energiei-electrice where you can see some prices (scroll down a little). For example 192 bani means 1.92 MDL (Moldavian Leu, 1 ban = 0.01MDL) which translates to roughly 0.1 USD.
Well it might be cheap when it comes to electricity and cost of living but always prepare for the unexpected. You must take many factors into consideration when thinking about poorer/less developed countries (sorry if it makes Moldova look bad but we have to tell the facts, also I expect other people to correct me where I'm wrong). Those factors include: political corruption and overwhelming bureaucracy (in case you want to register a company and all the good stuff since mining cryptocurrencies might not be easy to explain or get legal advice for), lack of solid infrastructure, possible power outages that will take longer to be solved (especially if you want a secluded location) and again if it's a secluded place you might want to hire a security firm.
A possible foreign investor coming in (that doesn't know the place) and lets the guard down might get visited by erm unexpected guests. This can happen anymore but more likely in poorer countries.
