Have you used them yourself for monero mining or just a assumption ?
Can you post the proofs with screenshot of the minor and your payouts ?
I don't think any VPS provider will allow you to mine for a year.May be you can go undetected few days or weeks ,but not for a year
You can mine, most vps providers do not detect that you're mining.
