As shown from this image, your Bitcoin balance is zero. Your BTC is still on your Trading Wallet. So it is better to wait for converting or transferring to your Bitcoin wallet and wait to unlock.  Without unlocking, you can't transfer it into your main Bitcoin balance.

You want to withdraw $34, you'll need transaction fee for this to be successful of which I'm sure if transaction fee is inclusive in your transaction, you would have insufficient fund that is why it didn't go through.

That's correct. The reason why there's a locked icon on your trading wallet is simply because of being in their "holding period state" which lasts for 3 days [regardless of how much you've bought].
- It'll get cleared by tomorrow.

With the current network fees of Bitcoin, I would just suggest that you wait for the fees to get low and try choosing lower priority/slow transfer speed to have less fees yet might take days before you could receive it. it is better to hold it if your 34USD is already converted onto BTC, as you can soon have more of it, yet would make it harder and more expensive to transfer as well depending on the current status of the market.

Personally, I would suggest this. If you can convert it onto XRP using that wallet, go convert it then use that XRP to transfer to another wallet that could support any USD/USDT withdrawal near you. XRP has wayy cheaper fees and is beneficial for this kind of scenarios. If you don't have wallets that could support direct bank withdrawal, better have some of your crypto friends trade with your XRP onto physical money (just the last resort)

Always pay atention to network fees. Depends what token you have it can cost alot to move it around. For 100$ of anything i would even say it is safe enough on a exchange.

you use an imtoken wallet.

For today the funds you have to leave in your wallet are $38, those funds as your dead balance in your wallet, You can't make a withdrawal, these funds can change depending on Bitcoin exploitation in dollars.

It's a dead balance, you can't take it out, if you have $50 in your wallet then you can spend $15 the remaining $38 anyway.
So you must have more than the basic balance that has been determined by each wallet, depending on the wallet you are using.

Since your screenshot aren't clear (only half, not the whole images) I assuming you're not have enough funds to pay the network fees. Just like this user where the fees is around $53, while you only have $34. So my advice, you need to wait until the mempool is clear/empty [1] (but unlikely in this time, since the price still spikes)

For a start, what exchange are you using?
What should be an obvious question: Do you have funds in your trading wallet there to fund your transaction? The message says NO...
That's blockchain.io wallet, i've used it too since i'm new on this forum so i noticed it easily.

OP, you simply can't send your money due to inssuffient funds on your wallet, remember your withdrawal is including your fee, so if you only have $34, you can't send the whole $34, try to send lower than that until the insuffient warning dissapear

you are sending out your funds to another wallet, and maybe it doesn't have enough funds to cover up the current fees that's why it doesn't continue to process.
If you're just converting  then I think it would be possible but the thing on the image you've been sending it out.

What wallet is that? Looks like blockchain.com web wallet. You sure you have enough funds to cover your transcation? Check top right. Looks like you have more than one wallet on your account. Make sure you select your appropiate wallet from the drop down menu on the top right (the "from" currently shows BTC trading wallet).
Based on the name of the wallet you are trying to send from, I am assuming you used their exchange. Are your coins available for transfering or do they keep in on hold for few hours after making an exchange? Can you see the coins on an explorer?

And stop using blockchain.com or any webwallets. I have seen a lot of people complaing about shitty services from blockchain.com.

Google the3 city you are in, then put bitcoin atm into google along with you city ,and you should find bitcoin atm 's . Just keep the reciept as your paper wallet  .

You also have to factor in the network fees, this is the cost of making the transaction and
goes towards the reward for the miners to confirm your transaction on the Blockchain.

Depending on where you are sending from it could be quite expensive if the exchange
or wallet are adding a transaction fee as well is network fees
