i have searched about this but I can't seem to find any real answers. How do these ICOs monitor their bounty campaigns? Do they just randomly check each person that signs up to make sure they are doing what's expected or what?
everybody that joined in the bounty the campaign manager will checked one by one that is why sometimes spreadsheet  are still not updated because the manager is not yet finish reviewing the post per week.

they count manually. check every participant every day.
there is also a review of participants at the end of the campaign

Campaign managers usually check manually as bots are not reliable for large number of participants. There's a lot of campaign managers that check everyday on random times just to make sure that their participants don't break any rules, and be notified if they break any before the week ends so they don't waste time if they're already disqualified.

Each and every bounty campaigns have campaign managers who are involved in accepting the participants and monitoring their weekly posts some may monitor on daily basis or on weekly basis and if the rules are not followed then they have a right to kick you out from campaign without any pay.

Just ask some experienced manager bounty to know more about it. They have their own way to monitoring their participants. Some randomly check, and other check it in weekly.

I just say some things about what I've seen.

Some monitoring manually, some have bots, that counting numbers of posts. Bot sometimes not counting it correctly, so every participant need also check if everything correctly or not and if not - write to bounty manager.

Some bounty is going on outside services, for example Wings had outside service. So they doing their own soft.

So it depends!
