You owner your service, and there is nothing you can not specify which interest rate you should take, of course market and time regulate everything. Smiley
In my opinion only one rule :As new you did not should take collateral self, but use trust escrow.

Before I get started here are no special requirements for me to give you a loan ?

It might be considered good practice to leave neutral trust on the person you are lending to, just to make sure they don't take loans from other people at the same time (you delete the trust when the loan is repaid).  But the community is still discussing the idea.

2. Collateral provided to the escrow / me
3. You can sign a message from  account address
4. I will give Neutral feedback on your account (It has an active loan)
