Since he's been sending PM's from this new account there is a decent chance it was extended ... but to perma ban. When banned all you cannot PM other users, post in normal threads. It's meant to be a punishment.
Sadly many post on second account during first ban, or in this case PM during it. And it becomes ban evasion and could be perma ban.

one is not allowed to send PM's during a ban, and the send PM function is disallowed for banned accounts while the ban lasts

It is called ban evasion, if are caught ban evading your ban period will be extended up to all eternity
maybe you ban period has been extended and admins forgot to update the message
