The georgian government seems to want to prevent that a part of the money he is giving to citizens finally goes to casinos. But what about alcohol and tobacco now?

Where have you seen any sportsbook promoting "safe betting" please? All of them will restrict your account, ban you or even lock your funds if you only make profits from them.
In addition, it's wrong to say IMO "there is no such thing as Safe or Responsible Gambling. Gambling is unsafe and irresponsible." This study from Standford posted in another thread says the opposite : most people gamble safely and responsibly :
