I think Signature Campaign should be considered to count earnings of local post thread, because the interest of {ANN} are very high for people who are not fully able to speak English well. For spam problem, low quality posts, and alt accounts, managers & developers can work together with local moderators.

Purpose of Bitcointalk is to expand bitcoin community around the world, and also a successful promotional campaigns involving many countries become active users on its site.

What is the point of talking in your local sub if you can speak English and talk to everyone
For the guys promoting their sites, faucets, trading...etc they will miss many customers
For the ones participating in signature campaigns if their posts there doesn't count then they will not participate frequently
The only thing that come to my mind is that you can share some local news or opportunities (local giveaways...)  in the local sub
Because there are people that could not understand english easily, even with help from translator. People like that usually ask in local board, hoping for someone could explain it in their mother language.

they do have their own ANN threads there where they try to ask BTC from the locals which the company is also going to be established locally. not sure if they are scamming each other but yes their board is busier. i'm just guessing but probably most of them are too suspicious to meet physically so they all talk here.   forget the last part.  Grin

I'm not surprised that the Russian section is so active, don't they have strict controls on their public's money & harsh taxes? Are there restrictions on how much money they're allowed to move out of Russia per year?
Well,I would google that if I had that doubt but just because they have fucked up government policies doesn't mean they'd end up posting a lot on bitcointalk Russian section lol

Bitcoin = perfect solution to the above if you're a mildly wealthy Russian.
I bet Russians have their own Bitcointalk somewhere on the darknet.

The wall observer. So economics is the most active section in the forums.
Regional, or how the forum calls it "Local".
This is about the boards being childs to the local area (https://bitcointalk.org/index.php#5),
which does not include economics, a child board to the Economy section (https://bitcointalk.org/index.php#3).

I've found out that Russian section on Bitcointalk  is most active. 771706 Posts 30965 Topics. It's more than twice as much as Chinese for example. Why people in other regional sections are so inactive or uncommunicative? What do you think? or is it because people from other countries write more in main English section because they know language better? How do you assess your country citizens' English level in percentage?
How did you figure out the stats? Is it given on some page in the forum?

I would suspect the Philippines board is pretty active, considering the fact that it was only created only sometime last year.

Russian bitcoin community is big and active, but as others mentioned, many Russians don't understand English language. And these who understand, still prefer to post in their local section. Maybe due to their mentality.
Other local boards is less active just because their bitcoin community is smaller. Also, in other countries mostly bitcoin enthusiasts understand english good enough to read and post in english speaking part of forum.
Another reason why many people don't post in their local boards because their signature campaign don't pay for posts in local sections.

The reason is very simple, majority of Russians don't speak very good English. I did some research about level of foreign language proficiency of Russians:

"According to the various studies made in 2005-2008 by Levada-Center 15% of Russians know a foreign language." - Wikipedia.

And only 44% of these 15% know English enough to read newspapers. Complete wikipedia's article: https://en.wikipedia.org/wiki/Languages_of_Russia

I used to play Dota on EU servers, and every once a while a Russian joined the game (even though there are RU servers available). How could we tell?
He would always write in Russian (usually curses) and ignore all the requests to use English. It actually lead to some funny situations, where the whole team was communicating in english and he continued to spam in Russian. This was not an isolated incident and became a popular meme theme.

So, IMO, Russians prefer to write in their own language, which could explain their local section's popularity.
