You basically store your private keys on a physical paper that you have printed, making it more safe. More details can be found if you search around a little.

Are there any fees moving BTC to a paper wallet?

I have checked my paper wallet address on blockchain and i can see the correct balance, but in the details it says something like...

Fee 0.001

Will i be charged this if i move them to a new address?

Every transaction should have a fee.

You can import the key of the paper wallet in your wallet without doing any transaction.

Most likely, yes. The fees works just like with any wallet.
