MSI R9 280X with this Bios (@ 1050 MHz, unlocked Voltage) and -I 13 -g 2 -w 256 --thread-concurrency 8192 gives me 735-740 kh/s
ive got the gigabyte r9 280x so a little different but I pull 720KH so I wouldnt expect much more.
Try taking out the fan control options and drop thread to 8912 and maybe powertune -20, depends on how your card reacts.
