I use Msi rx480 gaming 8gb with moded bios and i get 31mh/s, try use strap 1750 instead 1650.

If i do it again with command line and copy bios from other card will it help?
yes. Restore your original bios. Delete your driver (DDU in safe mode) and install new.Should help. Wish you luck!
restore your basic input and output system, update it into the new version, and install your newest AMD driver and try again, now do not edit anything to see if your driver works again. since you have manipulated your bios, you might risk voiding your warranty if you don't restore.
