I wish I hadn't used my same email for my new account as my old account so I could restore the old and get that 0% and free yubikey... even though I think I only had a total of $0.13 left in my account...

Yes it's actually 0.3%, not 3%.

When you are logged into MtGox.com you can go to the "Trade" section. There you will see

Buy and Sell the internet commodity known as Bitcoins!
Mt Gox charges a small fee (0.XX%) for each trade.

Do you mean 0.3%? And how does one tell if they have one of these reduced rates?
