and getting the Apostille stamp is the vetting. How do they vet an electric bill?

Pretty sure they accept notary stamps in the US. Most states let practically anyone be a notary (if you can't find somebody, most town/village offices have a dedicated notary, or someone in the office will double as a notary if you give them a jingle and ask... they'll charge something like $5 per document), so you just take the documents in, show your ID, they'll look at your face and stamp. However, nobody has resources or requirement to thoroughly vet the stamped info, so.....

What does it take for an account to be flagged now, anyhow? Are they just doing it randomly?  I do very little trading and I have less than 10 coins with 0 cash in my account. I hadn't logged in for weeks. I got no idea when they restricted my account. You think they'd send me an email,huh? Is Mt.Gox trying to get the Nobel prize for sucking? Looks like it may take months to move my bitcoins.

So Gox accounts are being flagged and frozen in the name of AML and they're requiring ID and proof of residence with notarization and Apostille.
Getting copies of a driver's license and utility bill notarized seems kind of odd, but I guess that's the easy part. However, sending driver's licenses and utility bills to the State Dept. for Apostille ? Are these the usual types of documents that are sent to State Dept. for Apostille? I dunno, I picture them opening the envelope, looking at the docs and wondering what the hell they're supposed to do with them. Has anyone in the U.S. done this?
