But anything that restores Goxxies is gonna have to allow withdrawls. Giving them fake Goxcoins and letting them play without withdraw would be more of the same pump>dump>cooldown which Gox is famous for.

It's strange that this guy isn't writing in the sense of "perhaps" or "maybe". Just like his previous message about de 200K it seems like he really knows.
some interesting things have been rumored/surfacing since this tweet as well... in connection to gox re-opening, possible relocationg, re-branding, and possible purchase of gox...etc..
will be fun to see this all unfold in the coming days as we approach the April 1st date that was initially in the rebranding document of gox.
