ISP is O2 Ireland, fairly sure its them blocking as ubuntuforums was inaccessible to when the problem first started, think they will be going on the shitlist with vodafone (blocking voip).
My O2 Ireland phone blocks MtGox Mobile, since February. Says the certificate is invalid.

My desktop has no problems logging into MTGox over eircom DSL.

I ran into the same issue.  They recently changed the rate limits on the API calls.  You can call the regular depth API at most once per minute and the full depth api at most once every five minutes.

Anything more than that and their PDP-11 can't keep up.

if its your ISP . . . no idea.

if its mtgox, you probably triggered rate limiting or anti ddos protection , once every 20 seconds should be ok, but not for full depth, for full depth ( 1 MB of data )  try to limit yourself to 10 requests / hour, better use near depth or websocket depth updates.
