Maybe North Korea fired their rocket to see how far it would go and it lost propulsion over the Mtgox building.

Not true, Camp BX has been better than Mt Gox since the first day it opened. Except a bit illiquid, same as all the smaller exchanges.
Gox hasn't even implemented things like trailing stop loss orders etc, much less margin trading.

How do prices fluctuate if the exchange is down? 
Yes it appears to be dead ...again. I have never dealt with Gox and I am so glad.
At least I got on there and sold some before it crashed again.
