Sounds to me like your trying to make a fake paypal account to scam people out of bitcoins.

I have been doing this for a while, I am also aware of cookies and avoid that. I have done it with exchanges over $100. xboxgames if the mule account is closed before the chargeback they can't request the account to verify itself. Maybe if this was being done with thousands of dollars paypal would intervene but with small transactions like a bitcoin deal I think it works fine.

Paypal monitor for this sort of stuff. They will track it down and eventually freeze you're main account. They don't just use IP either. They use cookies & electronic cookies, so they would know almost instantly. They could potentially terminate you're main account because of this. Could you ask a relative or friend that you trust to do this for you? (With verified account + long term user)
Most likely the safest option for you.

If the original sender does a chargeback, they will request verification of the mule account.  If they do not provide verification, you can bet that they will contact the 3rd account, and lock it until they confirm that you knew where that money came from.  They will pull the money back from that 3rd account.  If it hasnt happened to you, you have gotten lucky that none of the original senders did a chargeback.  also, they will close your account for good when they see this happen more than once.

<~~ former PayPal employee, hate them though

You can open up a VPN and make a new unverified paypal account, confirm the email so it can send and receive money. Ask the trader to send the paypal money to you, then send it to your main paypal and close the mule account. If they chargeback/scam it doesn't effect your main paypal, paypal probably just have to either deny the refund request or take the charges themselves.

Not sure what you mean or how this would protect you. Are the paypal accounts linked to different bank accounts? Can you make a paypal account that is not linked to a bank account?

Has anyone had any problems before with using mule paypal accounts? Where you would create a temporary paypal on a VPN or random new IP to accept a payment and then send it to your main, so that in case of a chargeback/scam your main account isn't effected? I have done it a lot of times in the past for deals with virtual goods where the buyer has somewhat risk and I haven't had any problems with it.
