I reset the blockchain and still nothing there.

That's a very old wallet even for Multibit Classic users. Last stable version is 0.5.19 for Multibit Classic. Its strongly advised that you upgrade to Multibit HD which is supported by the Keepkey hardware wallet team. Since you are saying that you did this transaction by yourself I am assuming your PC is safe but just for the case what OS are you using, Windows OS-es tend to bring a lot of unexpected things during their use that's why its good if you can switch to Linux. Multibit Classic, Multibit HD and Electrum both work very well under Linux and I am a proud user of them all. My advise is to upgrade to Multibit HD and move funds there or to Electrum as is practically the same thing.

there is no manage wallet option. its an old version of mb (0.5.15) should i update it?
Looks like you're using MultiBit Classic. Go to tools and click reset blockchain and transaction. A new tab should pop out and press the "Reset Blockchain and Transactions".

So I tried sending coins from my MB wallet to another address and the coins disappeared. Blockchain says i should still have 0.4... btc left but my wallet says my balance is zero and the coins never showed in the destination wallet. any help would be appreciated.
Looks like either:
MultiBit glitched itself and didn't broadcast the transaction or Blockchain.info merely excluded it because of their rules and the transaction is unconfirmed.

Try going to Manage wallet>Repair wallet. This should reload the blockchain.
