If such account are being found they should immediately report all of them to the bounty manager, in a case where bounty manager refused to take any action concerning the alt account caught cheating then you should know he already knew about the incident. There information should get removed instantly from the spreadsheet, most times participants are too lazy to make a bounty report which happens to turn out getting another participants report to repost them on the thread.

You still doesn't understand how to create a good report, if you want to catch a cheater and make them get painted, you must provide the proof if they were joined a same campaign and the campaign have a rule about forbidden use of multiple accounts.

With this proof it's already clear if both @Bas120 and @Network40 are cheating in the same campaign, they've broke the campaign rule. I will leave negative feedback to both accounts, you could give me more proof about @@Momena1795 connected with those accounts.
It would be great if @yahoo62278 , @lovemayfamilis or any DT member would tag those 2 accounts. Both of those accounts are still active and participating in campaigns. 
These two accounts are ready for a negative tag because they use other people's reports. They periodically steal account reports from Twitter, passing them off as their own. I don't have time right now, but someone can look. In fact, there are many more accounts.

I think only both @Bas120 and @Network40 are a valid connected accounts, although @Momena1795 might be their alt, but I just want to prevent from possible drama where this user will say he's accidentally copied someone POA.
However there's no prove if they're cheating in bounties, I've dig both of those accounts to see if they've joined a same campaign.

I want to go on record and say that if the bounty participants you people want to connect are all newbie accounts and the bounty rules don't seem to mind newbies joining, then don't waste time reporting them. The newbie could care less if tagged in most cases because the manager isn't even going to look at their trust most likely. IMO would be better to report it to the manager, then if they don't take action(assuming the proof is solid) then we might consider starting to tag the manager? Just an idea.
That is highly unlikely. How does someone make a name for themselves in their first post connecting some multiple accounts? Better yet, why would anyone expose three of their accounts just to make a name for a brand new one?
I feel like maybe this is personal. Or, a member who is not looking to use their main account to expose the accounts. I very highly doubt it is the same user exposing his own accounts.
