It's perma ban, you should have read the rules very well.
Your account is a Full Member but you failed to read the rules a newbie should in the start, every action has a consequences, that's what it is, accept it.

Now I can tell it's a big loss to you. This forum gives a lot of privilege, so we have to love it by following the rules all the time.

Well, the matter is not black or white, but there is still space for some grey in between area. Let's just say that it is not encouraged in these cases, since chances of success are going to be very small. It doesn’t seem to be something that cannot be done though (the appeal):

No. I changed it to "Your ban message may have an email address which you can email. If not, then appeals are unlikely to be accepted."

I don't want to so blatantly encourage people to "appeal by making a topic in Meta" because that's just a ridiculous process, especially since it so rarely works.

Sure, they do have that right--but in this case, OP knows exactly what he did and wasn't asking what he did wrong.  He was begging for mercy with a sob story, and other members need to explain to him that his ban isn't going to be lifted no matter what excuse he gives.  If his neice's education was that important to pay for, he would have done well not to resort to content theft. 

The reason he gave is commonly called an excuse, which may or may not be true anyway and nobody has any way of verifying it.  If it evokes sympathy in anyone here, you're likely being played for a sucker.  It's good practice not to believe at least 75% of what you read on the internet, and that number skyrockets in situations like this when someone is trying not to lose his source of income from a "job" that he wasn't qualified to do anyway.

In new procedure, theymos has barely asked for creating a thread. That's what he said for a banned account-

You have been banned for plagiarism.
Since we have a new procedure of recovering hacked/banned/locked accounts, I think we should not feed them here anymore. We should simply neglect this kind of post so that no one gets inspired to create an appealing thread in meta.
This procedure is only for hacked and locked accounts so banned accounts for plagiarism will never get unbanned most likely so appealing is also just a waste of time.

But you have a point,don't reply these threads but the banned user also have rights to ask why they have been banned,right?

Plagiarism is clearly against the rules as stated in this thread: Unofficial list of (official) Bitcointalk.org rules, guidelines, FAQ. Bans for plagiarism are permanent, and your account will not be unbanned.
