lol, who was responding to you ? Im not sure it was blockchain.com, were they responding by email ?
You should be careful because scammers can contact you from any social medias or email, pretending they are admin of blockchain.com
Once you send them your seed phrase, they you will lost your coin.

I did the steps mentioned according to what they said, I need help in Electron Cash

Step 1
I created a new standard wallet, I already have a seed, I put the 12 words from blokchain.info, even in the force beep 39 options, but after that, the balance remains zero.

Step 2
Instead when I put import bitcoin cash addresses or private keys and then I put my bitcoin cash address
right there was this
Enter Bitcoin Cash address list (this will create a view-only wallet), or a list of private keys. BIP38 encrypted keys are supported

In the end if my balance came out but only to see and not to be able to send it, the send button is not there
the seed and export private keys options are disabled this way

This message came out but the option of seed and private key is disabled

This portfolio is for viewing only
means that you can not spend bitcoin cash with it
Make sure you have the seed phrase or private keys before requesting bitcoin cash to be sent to this wallet

How do I recover my balance?

Your wallet is under a dormant type that need to be synchronized with the required parametes, your 12 seed phrase but never share it to any one nor even to the customer support center, its a key to your funds, so try to synchronize your wallet, your balance will reflect immediately after done that.

Blockchain will never ask for your seed phrase. Be careful, most likely someone trying to scam you. Even if you received mail from an official email address, just "don't send your seed phrase with any cost". The best solution has been given in the first reply. Try to do this by yourself. I am assuming you have provided bitcoin address to the sender and he/she sent BCH to this address. Don't worry, it's simply recoverable with seed. Just follow the step given in the first reply.

Remember, if any wallet ever asks you for seed phrase or private keys, simply they are a scammer. Don't trust them.

Should I submit all 12 words? It's just that nobody ever asked me. My question may be weird but I was expecting another kind of answer

No, don't send. The request is weird indeed, it's good that you noticed. Most likely you found a scammer, a blockchain.info impersonator. BTW, the website is blockchain.com now.
But you opened 2 topics on this same problem, please close this one and continue the discussion in the original topic.

Backup your funds Once you have the 12 words located, please send them in a reply to this email and I will match the words on our system. Once this is done your wallet will be synchronised again.
Are you sure you got from the official blockchain wallet? I bet this is from a scammer, since blockchain is non-custodial wallet... they should not need your seed phrase to solve your problem. Anyway, don't share your seed phrase and keep it private.

Have you follow this instruction before?
If the address shown in your wallet is different from the address containing 0.13 BCH, it's likely that you are opening a wrong wallet.

Also, note that BCH can addresses can be shown in two different formats. A BCH address can be in CASHADDR format and starts with q instead of 1,
So, 17rzJ7TSDcHryiWRqiuYPE6zLmKWHLadtr and qp95fakuewt0pz45sck5daj9lwzykw57j5a4nfws30 are same addresses.

If you are sure that you are opening a correct wallet but your balance is not shown, you can export your seed phrase and import it into Electron Cash.
To do so, go to "Security Center" and click on "backup" button. Blockchain wallet will give you 12 words. (Keep these 12 words very secure and never reveal them to others.)
Download Electron Cash and create a new wallet. Select "I already have a seed", check BIP39 and enter those 12 words.
If you do all steps correctly and the wallet exported from blockchain wallet is the wallet containing BCH, you should be able to access your coins.

Note: Download Electron Cash only from the official website.

@Jawhead999 of course it’s a scam because blockchain would never have asked for his seed, and I sincerely hope that the op has not mailed them his wallets seed. Furthermore op when I was using BCH there were days when it would not show my balance because of some server error, but I kept on waiting and eventually after few days the balance automatically came. Lastly as I was new to crypto’s I found their desktop version a bit hard to use, so I used their mobile app, and it was very simple to operate hence I would recommend you to use their mobile app to check your balance.

My balance Bitcoin cash 0.13 does not appear help, only appear in web LINK TO POST

Contact blockchain, what do I do?
Should I submit all 12 words? It's just that nobody ever asked me. My question may be weird but I was expecting another kind of answer

Blockchain.com response

It looks like your Blockchain wallet is out of sync with our database. This may cause issues such as balances not showing correct.

Backup your funds Once you have the 12 words located, please send them in a reply to this email and I will match the words on our system. Once this is done your wallet will be synchronised again.
*IMPORTANT* Please do not share these words with anyone outside of Blockchain. These should be kept private when possible. Blockchain employees will NEVER ask for your wallet ID and Password, and we advise that you keep 2FA enabled at ALL times.
