Pool hash rates readings are calculated from the number of shares submitted by your miner in a certain time. So if you have a lot of accepted in a short time, the reading will go up but if you go on a streak with fewer shares being submitted, the reading will drop.

No, local hashrate is calculated directly from the ASIC I believe.
That's right, but what is the logic behind the ASIC estimations, if it doesn't calculate them from an average of the submitted shares?
It shouldn't. You can start a miner up with a difficulty of 1024 and see it hashing at (in the case of Scrypt) 600 KH/s for a minute or two before submitting a share. I'm assuming SHA is the same way, so they aren't really related.
