The webpages above have all the instructions but if you are having trouble, the people in #bitcoin-otc are some of the most helpful I have ever encountered online.

Once you are bitcoin authenticated (using the signing capabilities of bitcoin-qt), then you need to authenticate with GPG.
If you are looking for a step by step, my book does cover, setting up IRC, and getting Bitcoin authenticated. I cover the process of GPG authentication in my blog in the article "Establishing Trust".

I'm no longer in "newbie jail"... In fact, I've been on the streets for a good while. But this is probably such a n00bish question I decided to come back and check with my parole officers! 
I'd like to know a bit more about Bitcoin-OTC and how I can sign up, verify my identity and become a "trusted member".
Can you tell me such things as what information is required? Who are the people that have access to this information? etc, etc?
