The last few times I have attempted to post, it gives me an error saying that it has been less than 360 seconds or something since my last post BUT THAT IS NOT TRUE!
So I try again and it tells me sorry, you have already posted that yet it never shows up!

Just wait 6 minutes and try again. If you keep trying to post in quick succession it'll probably think you're trying to spam and reset back to 360 seconds.

Why do I need to quote another post? Am I unable to start a new post as a Jr. Member?
I did search and did not see a current "coinex.pw down" post for coinex.pw so I was going to start one.

Try quoting another post, posting your reply under the quote and then editing the post and deleting the quote.
