Even if that thread was open they still wouldn't be allowed. You can only post them if you have an actual board.

That's because toxic people spam to raise their post count (i don't mention all but most of them). In the past there was a specific board for Vietnamese but you didn't respect it and what you have now is the result of your bad behaviors.

In Altcoins board all announcements must be in English. If your ANN was written in Vietnamese, then it's normal thing that your thread was deleted. Example which you posted is also breaking forum rules, it should be deleted. Mods probably just didn't noticed it, this is why this thread isn't deleted.
But how I can post review in vietnamese, It's no way to do that???(((
It's not likely that Vietnam will get local board in near future, thanks to spammers and abusers from your country.

Check your Drafts to see it it is still there. The draft screen states "Drafts are saved whenever you preview or post a topic, post, or PM. Up to 100 drafts are kept. Drafts are deleted after 7 days."https://bitcointalk.org/index.php?action=drafts
If it's there, you've still got a chance to place it where it won't be deleted, or use it as a base to translate it into English for the Ann thread.

I posted a review on the ICO, in Vietnamese, but because there is no branch in the Vietnamese, as a separate section, but only a subsection, then you can not create topics, so I created a topic in the general altcoins section, I look through, so everyone does like this.
