First of all, I don't know how to split bread to the many at infinity, sadly.

Simply if mothers have each 10 children starting at 16 years of age, I don't see any solution but that :

So if I rephrazed, killing their own unborns to let the children of others mothers unable to manage anything in their own land, offload their offspring on China?
