Having the same issue, I was about to check feeds for the first time with my current IP address and received the same message.

I am now getting this error message:
action=.xml is disabled due to slowness. If you use this, write a post in Meta explaining your usage.
The trollbox is at www.nickelbot.com
The IP of the server is 70.90.241.53
I made a cache so it should not make as many requests now.

How often were you hitting it? You shouldn't go above 1 hit per second.
