is there anyway to find out when they will accept new ids ?
No, there is no way to know for sure.

You paid a fee of 75 sats/vbyte. Ordinarily, that would be more than enough to guarantee a rapid confirmation, but the mempool is particularly backed up at the moment due to a sudden drop in hash rate a few days ago leading to significantly slower average block times. At the moment, however, your transaction is around 35 vMB from the tip, so is unlikely to confirm any time soon. Best case scenario would be a few days if the hash rate picks back up again, but more likely you will be waiting until after the next difficulty retarget in around 12 days time for the difficulty to drop, the average block time to increase, and the backlog to start clearing out.

Looking at the transaction, it seems the address 1AHY9eaVhW4mMqawf4WxvAMGwDfzPMpHUG which received 0.00103555 BTC is your change address. You could do a child-pays-for-parent by sending all the coins in this address to another address in your wallet. To bump the effective fee for your first transaction up to around 200 sats/vbyte, this second transaction would need to pay a total fee of around 66,525 sats, or ~347 sats/vbyte assuming the second transaction is 192 vbytes in size.

ViaBTC still do work perfectly. I have tried to accelerate it for you, but not working, it do take 100 transactions per hour, try to make use of it like 5 minutes to the start of an hour to like 10 minutes after, likely it will work around such time.
Although you're right ViaBTC's accelerator is the real deal, there's no point doing it 5 minutes before or 10 minutes after the whole hour. You have to do it exactly at the whole hour, if you're a few seconds late, the 100 free spots are already taken.

I'm using blockchain.com wallet so I can't use RBF
You're still using legacy addresses, which have higher transaction fees than Segwit addresses. Please consider moving to a different wallet, for instance Electrum.

There are three options for you:

The first
Use CPFP if you are the receiver, and that the receiver wallet can spend unconfirmed transaction (like electrum). All you need to do is to send the unconfirmed bitcoin to another address on the same wallet, but with a very high fee. Using around 270 sat/vbyte will be good for the child transaction. But, because of the high fee, I will not suggested this for now.

Second one
You can make use of paid Accelerator like ViaBTC, but also not still recommended because of very huge fee that will be paid.

Third
I will recommend you to make use of this third option. Make use of free acceleratator, most free acceleratators are fake, but ViaBTC still do work perfectly. I have tried to accelerate it for you, but not working, it do take 100 transactions per hour, try to make use of it like 5 minutes to the start of an hour to like 10 minutes after, likely it will work around such time.
