Maximum of only 20BTC seems fishy if he's truly investing in wind-turbines and renewable energy. That's really low for those kind of businesses.

Pure speculation below:
It looks like he's trying to use those maximums to look legit, while it's actually making him look fishy.

Please provide some specifications of your turbine including dimensions output and construction cost.

Where is the land where you propose to site the turbine, and how are you connecting it to the local power network.  Please provide the name and phone number of the local power company engineer so that I can verify that your equipment is electrically safe. 

Please also provide details of wind records for the proposed location.

When will people learn that borrowing bitcoins is no more different then borrowing cash? Will you lend your cash to a stranger on the streets?
Please, for god's sake, provide some reputation/identification before even attempting to run a bank! There is nothing that will stop you from taking off with the bitcoins and starting a new account tomorrow.

Hello at all,
I want to introduce you my idea and project MyBitcoinBank.
The idea was that you can deposit some Bitcoins in our project and we pay them back with an interest after x weeks.
We (me and my partner) invest in some wind turbines and renewable energies in the East Sea. But we need some money to get started.

You can invest anything you want. It doesn't matter if it's 0.0009 BTC or 15 BTC. But the highest limit is 20 BTC for the first weeks and months. Maybe we'll increase this later.
The maximum time to invest is at first 12 weeks and the minimum 3 weeks.
