So when I look at this block http://blockexplorer.com/address/1GtkcbznYop1AeQ9mEqmEgm6BYeWgbYGUp    I see ledger and Balance of 215.26429068 - so I'm assuming if I send to this payment address 1 BTC it is now 216.26429068   when I check back ?

one other question ....so there is noway ever to confirm someones wallet right ? like they are the rightful owners?
wallets just contain private-public key pairs. Theres no real way to "prove" that a particular key belongs to someone.

Nope. The transaction will go through like any other. If the wallet was lost, the coins will never be able to be claimed.

I'm pretty sure that once you send it, it remains Sent forever, from your perspective, thereby giving the rightful owner a chance to claim it.
