it's a known "issue" with the SegWit wallet in Ledger... it's just asking you to confirm the change address output as well as your actual send output... apparently an update to BTC app 1.1.9 on your ledger should fix this (use Ledger Manager Chrome app to update tr ledger).

see the responses of "btchip" on reddit (they're the Ledger CTO):

Updating the wallet on the nano ledger s to the newest version worked for me, thanks!

Thank you for your help.  I'll have to go thru a proxy server to get to Reddit to check out your links as I am in Indonesia and it seems that access to Reddit is banned here. Why, I do not know, but it is never accessible from here.

At least my fears are calmed about losing the BTC. I'll be glad when I have enough experience with this so that I am not so nervous every time I go to transfer some Bitcoin.

Thanks again!

I think you can use this for alternative way instead of using tor you may use this https://www.browserling.com/
And hope you can update your ledger nano.. the segwit is for upgrade feature that you can use for lessen your transaction fee and getting more faster to confirm than without segwit..

As a test of my new Nano S, I just tried to transfer some Bitcoin BTC. When I tried to transfer the Bitcoin (held in my ledger Nano S) I noticed something strange. My device was asking me to confirm "output #1" with the correct BTC amount and address and because the amount and address we're correct I confirmed the transaction. Then right after the device said "output #2" (very scary) with a BTC amount equal to what would be the remaining amount in my account and the address was not known to me. I did reject that confirmation and the entire order failed. Does the same when I re-try using different amounts. I am afraid to go any further.

I have made sure that my Chrome and the Ledger Bitcoin wallet are the latest versions, because I read that someone else had a similar problem and updating cured it.

One thing that I did notice is that the Nano Bitcoin Wallet says “Bitcoin Segwit” on the top right side. Maybe this has something to do with it?

I would appreciate any help as I am NOT going to do anything further until I am sure what is happening here.
