Yes, every paypal transaction can be charged back, but sent as a gift means that:
1) no fees.
2) not possible to open a dispute if you did not get delivered (does not prevent to open a dispute if you got hacked).

Do you mean "sends as"?
I heard that even sending as a gift could result in a chargeback.
The owner of that paypal account would just claim his/her account as hacked or something.  Because from what I've seen in my past years, paypal, 99% of the time, are in the buyer's favour.
